SEO or Google Ads - which is better for businesses in Dubai?

We are trying to promote our startup business in Dubai. We spoke to many digital marketing companies inn Dubai and we are getting different recommendations. 

Which is better - SEO or Google Ads? Can anybody give some suggestions? We have only a limited budget and so want to go for the most affordable digital marketing strategy.

SEO is better compared to PPC. SEO (organic) is the best way to list your website on the first page of Google. Where PPC will help your website to show up on the first page, as long as you make the payment(non-organic). There are a lot of chances for your competitor to simply click on your ad and waste your money in PPC. However, in SEO this can’t be done. As long as your website has good content and good-quality backlinks, it will be there on the first page of Google. So whenever, customer types in a specific keyword the website will show up.
