WhatsApp error: In order to maintain a healthy ecosystem engagement, the message failed to be delivered

When we try to send WhatsApp messages using WhatsApp APIs, we are getting this error and messages are not delivered:


"In order to maintain a healthy ecosystem engagement, the message failed to be delivered"


What could be the reason? Is it because WhatsApp thinks we are sending spam/ We are sending only valid messages and no spam are sent. We tried many ways to solve this problem even by reducing number of messages, increasing frequency between messages etc. 


Please suggest a solution to this.
