Do i make packages or list the service alone for my digital marketing agency setup?

I am planning to start a digital marketing agency and I’m unsure whether I should offer services as individual options or create packaged plans. I want to know which approach works better for attracting clients, simplifying pricing, and growing my business efficiently.
