Having managed more than 40 paid advertising campaigns in the past month alone, I can say that running ads and running a digital marketing business are two different things.
From the platform side, Meta does not require a special license to create and manage Instagram or Facebook ads. Anyone can set up an ad account and launch campaigns. However, if I am offering advertising services to clients in Dubai and charging for those services, I need to operate through a legally registered business or an approved freelance setup.
In my experience managing campaigns across different industries, clients often assume that access to Meta Ads Manager is all that matters. The reality is that businesses should look beyond ad creation and verify that the person or agency handling their budget is operating legally and professionally.
If I were providing paid advertising services in Dubai, I would make sure my business license includes activities related to digital marketing, social media marketing, advertising, or media management. This allows me to invoice clients, enter into contracts, and operate professionally.

Previous campaign experience

Access to campaign reporting
A clear agreement outlining responsibilities
After managing dozens of campaigns, I have learned that a license alone does not guarantee results. What matters is whether the person understands audience targeting, campaign optimization, conversion tracking, and budget management. A licensed agency with little experience can still underperform, while an experienced advertiser with a proven track record can generate strong results when operating through the proper business structure.
